Artificial Intelligence Maturity Assessment Framework
for South Africa

First Annual Maturity Assessment: South Africa 2025
The Artificial Intelligence Maturity Assessment Framework (AI MAF) for South Africa was developed to serve as a foundational tool for guiding the country’s progress towards AI maturity. Unlike global benchmarking tools that focus on direct cross-country comparability, this framework is tailored to South Africa’s unique socioeconomic, cultural, and technological realities.
This initiative is carried out as part of an activity supported and financed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, through the FAIR Forward – Artificial Intelligence for All project, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). We acknowledge the South African Institute of Chartered Accountants (SAICA) for their contribution as members of the extended project team and for their generous sponsorship, which enabled the co-design process through the workshop sessions in Johannesburg and Cape Town. Thank you to the Council for Scientific and Industrial Research (CSIR), for their contribution as members of the extended project team and for their commitment to update and host the dashboard following the completion of the initiative. We also extend our special acknowledgement to the national governments Department of Communications & Digital Technologies (DCDT) and Science Technology and Innovation (DSTI), for their support and participation in this initiative.
